Policy Surveillance Manager

David Presley is a Policy Surveillance Manager with Public Health Law Research. Mr. Presley manages the creation of legal datasets using PHLR’s Workbench system. He also works on developing policy solutions and for Pennsylvania’s Department of Health in the fields of unintentional injuries and poisonings. Prior to joining PHLR, Mr. Presley worked in the non-profit environmental field, analyzing and litigating policy and regulations related to air pollution from natural gas drilling, biomass, asthma, and regulatory oversight of air pollution control agencies that implement the Clean Air Act. Mr. Presley’s environmental policy work has been supported by the Heinz Endowments and the Colcom Foundation. He is a graduate of the University of Tennessee and Temple University James E. Beasley School of Law.
