Dr. Chaloupka is distinguished professor of economics at the University of Illinois at Chicago and directs IHRP's Health Policy Center. He is also a research associate at the National Bureau of Economic Research's Health Economics Program and Program on Children.

Since 1997, Dr. Chaloupka has co-directed, with Lloyd Johnston of the University of Michigan, Bridging the Gap, a interdisciplinary national research program funded by the Robert Wood Johnson Foundation to improve understanding of the influences of policy, programs, and environment on youth health behavior.

He serves on the Institute of Medicine committee on Leading Health Indicators for Healthy People 2020, and served on the IOM committee that wrote the report Bridging the Evidence Gap in Obesity Prevention: A Framework to Inform Decision Making. He also contributed as an editor and author to the 2012 Surgeon General's Report, Preventing Tobacco Use Among Youth and Young Adults.

Dr. Chaloupka received his doctorate in economics from the City University of New York Graduate School in 1988.
